Controls of credit hours and average for academic levels
• Any other conditions deemed by the Ministry.
Undergraduate's Level
Required hours: Completion of (30) academic units according to the semester system or its equivalent (45 credit hours according to the quarter system) conducted in person in the host country at the student's own expense and calculated for the academic degree (passing the first year in countries utilizing this system, such as the United Kingdom and Australia)
Required grade point average (GPA): It must not be less than 3 out of 4 points or its equivalent. For qualitative specializations, the grade point average (GPA) must not be lower than 2.75 out of 4 points or its equivalent.
Master's Degree Level
Required hours: Completion of (9) academic units, according to the semester system, (14 credit hours, according to the quarter system) in the host country of the scholarship at personal expense or the equivalent of the mandatory subjects in the specialization.
Required GPA: Must not be less than 3.3 out of 4 or its equivalent.
Required Bachelor's GPA: Must not be less than 3.3 out of 4 or its equivalent. For qualitative specializations, it must not be less than 3 out of 4 or its equivalent.
Doctor of Philosophy (PhD) level
Required hours: Completion of (9) academic units, according to the semester system, or (14 credit hours, per the quarter system) in the country of the mission at the personal expense or the equivalent of the compulsory subjects in the specialization.
The required GPA must be at least 3.3 out of 4 or equivalent.
The required Master's Degree GPA must be less than 3.3 out of 4 or equivalent.
In countries/universities prioritizing research over coursework, students must have completed at least one semester at the mission headquarters, received approval for their proposal defense, and submitted a report from the supervisor indicating the percentage of achievement, as per the designated form.
Medical Fellowship Level
The applicant must have a clear and explicit acceptance from an accredited hospital or medical college and complete a full academic/training year with a good grade, accompanied by a report from his supervisor.
Controls for joining a companion in the mission:
General controls:
- Per the regulations, obtaining the previous level qualification or its equivalent is required, as is determining the equivalency of the last level certificate if issued outside the Kingdom.
- The student must not have received a scholarship or grant for the same academic level or already attained the educational qualification.
- The primary scholarship recipient must be on a scholarship to study a scientific stage (bachelor's, master's, PhD, fellowship).
- The primary scholarship recipient's decision must not be (a companion joining the mission).
- The primary scholarship recipient must continue, not postpone, his studies and begin his academic journey.
- The student must live with the primary scholarship recipient in the country of study and show unwavering dedication.
- The university must be located at the primary scholarship recipient's residence.
- Any other additional requirements deemed by the ministry.
- The companion mission ( husband, wife, guardian) ends when the primary scholarship recipient
- The mission of the companion (husband/wife/guardian of the scholarship recipient) concludes upon completing the primary scholarship recipient's mission.
The following requirements apply to the scholarship student's companion (guardian) or spouse:
- The remaining period of the primary scholarship student's mission must not be less than 6 months from starting the companion's academic studies.
- The student awarded the primary scholarship must not have previously included a companion at the same level of scholarship.
- Securing unconditional academic admission in a specialization within the tracks of the Custodian of the Two Holy Mosques Program at a university recognized d by the Ministry for the undergraduate level, as well as obtaining unconditional academic admission in the specializations and universities of the tracks of the Custodian of the Two Holy Mosques Program for Postgraduate Studies.
The son of the scholarship recipient is required to fulfill specific requirements.
- He must obtain a secondary school certificate or equivalent per established regulations.
- He must secure unconditional academic admission in a specialization within the tracks of specializations of the Custodian of the Two Holy Mosques Program at one of the universities recognized by the Ministry.
- Inclusion to the mission is limited to the bachelor's level, according to Cabinet Resolution No. 946 dated 12/11/1392 AH.
- The controls for including family members of the person delegated to work abroad (wife, husband, and son) of the assigned person.
General controls:
- The delegate must be an official Saudi employee (not under contract) to work abroad and still on the job.
- The delegate must not be dispatched to a training course, regardless of duration.
- He should not have received any benefits from a mission or internal scholarship for the same academic level, nor should he have previously obtained the educational qualification for that academic level.
- He should not hold a public or private employee position except for the delegate's spouse. In this case, the delegate must provide an unpaid leave covering the study period
- Any other conditions considered necessary by the Ministry.
Controls regarding the inclusion of the wife/husband of the person assigned to work abroad:
- The spouse of the delegated individual must secure admission into one of the specialization tracks of the Custodian of the Two Holy Mosques Program, meeting the required academic level, at a university recognized by the Ministry. The period of the employee's delegation should not be less than six months from the start of the spouse's academic studies.
- The university should be located at the delegate's workplace.
- The mission of the delegate's wife concludes when the delegate's work ends.
- If the delegate's spouse is an employee, unpaid leave is required to cover the mission's duration.
The controls for including the son of the person assigned to work abroad at the bachelor's level are as follows:
- The son of the person assigned to work abroad to be included in the mission at the undergraduate level must secure academic admission in a specialization within the tracks of the Custodian of the Two Holy Mosques Program at one of the universities recognized by the Ministry.

- The son of the person assigned to work abroad to be included in the mission at the postgraduate level must secure academic admission in a specialization within the tracks of the Custodian of the Two Holy Mosques Program at one of the universities recognized by the Ministry. In addition, He must not be a government employee.
