The Ministry of Education is working to develop the education system in general by touching and studying global experiences in the field of education and training, by creating a framework for developing cooperative relations between Saudi and international universities. This aims at identifying the most prominent developments witnessed by international universities, and identifying the frameworks for cooperation and coordination in order to strengthen fruitful and constructive twinning.  These international partnerships achieve enhanced benefit from the academic, educational and research capabilities available between these universities. This can be achieved through the exchange of programs, academic expertise and research, the establishment of joint research projects, the organization of scientific seminars and conferences, and the organization of student exchange programs at the level of cooperative training or summer visits. Through these programs, it is possible to create a fertile environment that enriches institutions, their employees and the educational process, and take them towards global horizons. The Saudi experience, through the establishment of international exhibitions and conferences for higher education, reflects the Ministry’s interest in developing the performance of universities in light of challenges and keeping pace with technologies in the field of education, through the initiative to establish solid bases for science and technology in the fields of education, culture, science and knowledge. In addition, the implementation of joint educational scientific programs and projects that achieve the common goals and meet the relevant needs in the field of using technologies in education, conferences, seminars and workshops.

​The Ministry signed agreements and memoranda of understanding with a number of international partnerships with a number of relevant authorities, the most prominent of which were:

Memorandum of Scientific and Educational Cooperation between the Ministry of Education in the Kingdom of Saudi Arabia and the Ministry of Education, Scientific Research, and Innovation in the Republic of Guinea.

Signing an Agreement to develop a digital education system with the UAE Ministry of Education:

The Ministry of Education has signed a Memorandum of Understanding with the Ministry of Education in the United Arab Emirates to improve the digital education system, as well as signing of a number of Saudi universities twinning agreements with their UAE counterparts. The agreement aims to develop a digital education system that will be an integrated digital system for education in the two countries, providing digital information sources for students, teachers and curricula, as well as the use of artificial intelligence and data systems to improve educational performance elements.  The goal of the twinning agreement between Saudi and Emirati higher education institutions is to create a framework for fostering cooperative partnerships between the two countries' universities.

The goals include identifying the most prominent advances experience by universities in the two nations, as well as, identifying frameworks for cooperation and coordination in order to support fruitful and constructive twinning. The goals also comprehend benefiting from the potential of the academic, educational and research available between the two countries, through the exchange of programs and academic expertise and research, the establishment of joint research projects, the organization of seminars and scientific conferences, and the organization of student exchange programs at the level of cooperative training or summer visits.​

Signing a memorandum of understanding with Health Education England (HEE):

The Ministry of Education concluded a memorandum of understanding (MOU) for scientific and educational cooperation with Health Education England (HEE) , to train and send 300 Saudi doctors annually to the best British hospitals for fellowship and subspecialty programs.

This agreement is a major turning point in the path of medical scholarships and comes within the project to develop medical training seats worldwide, with the support and guidance of His Excellency the Minister and His Excellency his Deputy for Universities, Research and Innovation.​

Signing two cooperation agreements with the G20 Secretariat:

The Ministry of Education and the Saudi G20 Secretariat signed two cooperation agreements in a number of educational and organizational fields, targeting male and female students at all educational levels in the Kingdom. This comes under the umbrella of the "G20 Culture Program", which is the first program of its kind at the level of the G20 countries, which targets all stages of education under a unified framework. The Ministry of Education is working in partnership with several executive agencies to activate three sub-programs. They are  represented in the G20 Academy Program which is an educational program that includes digital and paper educational materials, activities, and competitions, in addition to a multi-episode reality television program that includes simulation experiences and competitions on topics related to the G20 countries, and helps develop skills such as leadership, public speaking and problem-solving.

The first agreement also aims to activate the G20 cultural competition, which is a competition on social media networks, which includes a set of mini-courses and short tests on the G20 knowledge content. The last program within this agreement works to activate the G20 Week, which represents a cultural week that includes the participation of students of educational institutions through a set of activities, in order to spread culture and enhance their role towards the Kingdom's G20 presidency.

The second agreement contributes to empowering the people of the country, highlighting their role, and raising the sense of responsibility towards society and voluntary work by involving 1,000 volunteers from young men and girls from different cities of the Kingdom in organizing the workshops, events, and international conferences accompanying the G20 activities.  It also seeks to give young people a unique opportunity to participate in this important event and to reach 100,000 volunteer hours during the Kingdom of Saudi Arabia's G20 Presidency.

These programs are launched in conjunction with the Kingdom's G20 presidency, targeting more than 30,000 schools and universities in the Kingdom, and more than 6 million participants inside and outside the Kingdom, as well as involving more than 500,000 teachers. The names of the winners will be announced in the competitive activities in November 2020.

These programs reinforce the Kingdom's great interest in education as one of the most important requirements of the twenty-first century and highlight the pivotal role that the Kingdom plays during the G20 presidency year, through the development of effective policies at the global level. In addition to its quest to promote human values among young people and enhance their abilities to link societal issues to global issues in order to enable them to face these challenges.

These agreements were signed by His Excellency the Minister of Education, Dr. Hamad bin Mohammad Al Sheikh, and His Excellency the Secretary-General of the Saudi G20 Secretariat, Dr. Fahd Toonsi.​

Reserving seats for undergraduate students majoring in Nursing and Clinical Training:

The Ministry of Education signed a number of memoranda of understanding (MOU) to reserve seats for undergraduate students in nursing and postgraduate clinical training with a number of distinguished universities such as Kings University, Manchester University, Birmingham University, and Queen Belfast University, in

addition to signing a memorandum of understanding with Sweden to train physicians for the medical fellowship stage.​

A Memorandum of Understanding with the United Arab Emirates Ministry of Education

The Ministry of Education, represented by “iEN" Educational TV Network, signed a memorandum of understanding with the Ministry of Education in the United Arab Emirates represented by the Educational Media Center. The memorandum aims to strengthen cooperation frameworks in the field of educational media, through the exchange of experiences, and better documentation practices in this field, and to benefit from the purposeful media content presented through the channels of the two ministries. The memorandum of understanding also aims to establish a joint interactive platform that forms a pillar for educational activities implemented through these channels.

The signing of the memorandum was witnessed by His Excellency the Minister of Education, Dr. Hamad bin Mohammed Al Sheikh, and His Excellency the UAE Minister of Education, Dr. Hussain Al-Hammadi. The signing came on the sidelines of the third meeting of the Integrative Human Development Committee emanating from the Saudi-Emirati Coordination Council in Riyadh​.​
