​​​​​​​​​​​Partnerships with the Civil Society Organizations:​​

The Ministry of Education confirms upgrading its services provided to its employees as it senses its main objective of the educational process, which is the student. The Ministry has established, with a number of relevant authorities, companies that serve the student in particular, the teacher and the Ministry’s employees in general, by providing qualitative and distinguished services.  These partnerships include Signing a number of agreements with entities with educational activities for students and teachers with the aim of improving work, building bridges of communication and integration between government and private sectors and activating the roles of charitable and voluntary community institutions to serve community members.

These partnerships provide many consultations, training workshops, holding relevant events, activities, and seminars, and gaining experiences between the two parties regarding the work environment in order to achieve the Kingdom’s vision towards integrating and activating roles between the public and private sectors.  These activities include civil society organizations through student care, qualifying specialized cadres of teachers, establishing the values of quality education and raising the efficiency of the educational environment, in accordance with the objectives of Vision 2030 in the education sector, and empowering women and helping them in the economic aspect to raise the efficiency of performance.

The ministry has signed a number of local partnership agreements with relevant authorities which include.

Supporting children with Cancer Agreement:​

The Ministry of Education signed a memorandum of understanding (MOU) with the Sanad Charitable Association to support children with cancer with the aim of strengthening cooperation between the Ministry of Education and Sanad Association to serve students residing in oncology centers.  The cooperation includes providing educational and support services to students with cancer, providing the educational process requirements in all Sanad classes within the oncology centers in hospitals, and preparing the headquarters of educational classes inside children’s oncology centers, in addition to preparing the training materials necessary to train and qualify educational staff to deal with inpatients in oncology centers.

The Ministry works through this agreement to provide the right to education and learning for all male and female students in various fields, especially students whose health conditions do not enable them to attend and complete their educational path in their schools in general education, as their treatment requires long stays in hospitals and oncology centers.

The memorandum of understanding signed between the Ministry of Education and the Sanad Charitable association to support children with cancer is a renewal of the agreement signed in its first phase, which was launched in 2017. More than 820 children benefited form it in hospitals and oncology centers.  This agreement also complements what has been achieved in the first phase of support and facilitation, and the provision of all educational requirements for sick children to achieve everyone's aspirations.

Partnerships with Saudi associations for rehabilitation and development:

The Ministry of Education represented by the General Department of Special Education in the Agency for Educational Programs, has concluded memoranda of understanding with Saudi charitable societies for the rehabilitation and education of students with special needs and special education. The Department of Special Education has concluded an agreement with the Saudi Society for Hyperactivity and Attention Deficit Disorder “Eshraq” in the field of educational and rehabilitative services for people with ADHD to serve those with ADHD in a number of areas represented in the exchange of technical and advisory expertise, and awareness fields.  The services include.

measurement and diagnosis, development of evidence for people with ADHD, specialized workshops and training programs, cooperation in the field of research of common interest in addition to improving the school and classroom environment in ADHD programs, and providing strategies and training skills to families in the comprehensive special education channel in a number of fields. 

These comprehend education through play, social skills, media design, language and mathematics, early intervention, behavior modification, and functional and physical rehabilitation.

Based on that agreement, awareness films, specialized guides, and training courses were issued to rehabilitate and educate students with special needs and special education.

The General Department for Special Education has concluded an agreement with the National Project to Identify talented students and the National Olympiad for Scientific Innovation. Another partnership has been endorsed with King Abdul Aziz and His Companions Foundation for Giftedness and Creativity “Mawhiba”. These partnerships were made to improve the talented programs throughout the Kingdom.

​Partnerships to launch educational cities with UNESCO:

The Ministry of Education, represented by the Agency for Educational Programs, concluded an agreement with the UNESCO Institute for Quality and Excellence in Education to launch and accredit learning cities in the Kingdom with the possibility of studying the nomination of learning cities. The aim was to launch the Learning Cities project in all regions of the Kingdom. One of the first results of that agreement was the adoption of Jubail Industrial City and Yanbu Industrial City as learning cities within the UNESCO Global Network of Learning Cities.

EA79ECFE-FA14-41EC-BC78-F91939C800CD.jpeg UNESCO, based on the agreement, announced the adoption of Jubail Industrial City as the first Saudi learning city, working to encourage inclusive education for all, starting from the basic education stages to higher education, reviving the desire for learning within families and communities. This aims to facilitate the education process within the work environment, in addition to the use of modern educational technologies in the city of Jubail on a larger scale, enhancing the quality and excellence in the field of education and promoting a culture of lifelong learning.


The aim of transforming Jubail Industrial City into a learning city is to create a culture of lifelong learning within the Saudi society. The mechanism for accrediting learning cities in the Kingdom is in line with the Human Capacity Development Program, which is one of the programs of the Kingdom’s Vision 2030 in terms of ensuring the development of human capabilities and improving learning outcomes. This contributes to empowering the Saudi Citizens, achieving harmonization between education outputs, labor market requirements and future jobs.  In addition, It creates a vibrant community capable of improving learning outcomes, rehabilitating and training local community members, as well as creating innovative practices for continuing education, providing attractive learning environments, and providing individuals of all ages with the skills they need to participate actively in the social development. 

The establishment of learning cities has a positive impact on highlighting the Kingdom’s civilized role at the global level, implementing sustainable development goals, contributing to the rehabilitation of citizens to enter the labor market, increasing opportunities by raising the efficiency of the unemployed and rehabilitating them to work. It also creates comprehensive and easy learning opportunities for citizens of all age groups. 

UNESCO’s classification of Jubail Industrial City and Yanbu Industrial City as Saudi learning cities within its global network is one of the Ministry of Education’s objectives in integrating with all other sectors to build an integrated educational journey that promotes a culture of continuing education and lifelong learning. This classification also achieves comprehensive development goals, and highlights the role of the Kingdom in preparing a globally competitive citizen.
