​​Internal and external scholarships program for educators:

It is a program that aims to send educators to study in Saudi universities and international universities to obtain master’s and doctoral degrees in specific and specific disciplines according to the needs of the educational community. The operations associated with it, such as extension, postponement, compensation, change of specialization, university..., in coordination with the relevant authorities, and it is possible to apply for the program through the Fares system on the ministry’s electronic portal.

General conditions for applying to the internal scholarships program for educators:

  1. The candidate’s service in the educational position shall not be less than one year. It is subject to comparative advantage done at the General Administration of Scholarships and grants according to the rate approved by the Central Committee.
  2. The age of the candidate should not be more than Forty-Five years. It is subject to comparative advantage done at the General Administration of Scholarships and grants according to the rate approved by the Central Committee.
  3. The academic grade in the last academic qualification should not be less than good. It is subject to comparative advantage done at the General Administration of Scholarships and grants according to the rate approved by the Central Committee.
  4. The degree in the job performance appraisal should not be less than excellent in the last Two years.
  5. The candidate should not be one of those who violated their job duties or had a disciplinary penalty imposed on him as a result of a failure to perform the work during the Two years preceding the nomination, and they should not be referred to investigation, under suspension, or a party to an existing case.
  6. The last academic qualification obtained by the candidate (Bachelor's / Higher Diploma / Master's) should be registered at the Information Centre of the Ministry of Human Resources and Social Development (formerly the Ministry of Civil Service).
  7. The candidate should not have previously obtained a grant/ scholarship decision from which he has withdrawn, apologized, or terminated by the General Administration of Scholarships and Grants.
  8. The nomination shall be in accordance with the specializations mentioned in the plan in each field, and no application shall be submitted for a specialization that is not mentioned in the plan.
  9. The specialization should be appropriate to the work tasks and the study stage assigned to the candidate, or as an extension of the specialization.
  10. The candidate who started the study should attach a recent academic record with a copy of the formal document by which he started the study.
  11. The candidate must choose the qualitative topic related to his specialization, which will be the main focus of his study program (thesis, research, and other research efforts).
  12. The candidates who study for the doctoral stage must obtain at least (80) Eighty degrees and no less than (75) Seventy-Five degrees for the master’s stage in the university’s test, including those who started the study with a formal document (a study/exceptional leave or accompanying a participant in the scholarship program). It is subject to comparative advantage at the General Administration of Scholarships and grants according to the relative weight approved by the Central Committee.
  13. The candidate must obtain (90) points for the master’s degree and (100) points for the doctorate as a minimum of the total scores of the personal interview form, including those who started the study with a formal document (study leave or exceptional leave only or accompanying a participant in the scholarship program).
  14. The nominating entity (Education Department, the central sector in the Ministry) determines the tasks to be assigned to the nominee after obtaining the qualification.
  15. The candidates undertake to agree to the educational mission assigned to them, its location, and its duration after obtaining the qualification, according to the pre-specified educational need, and according to what the Ministry deems appropriate.
  16. The candidate is not entitled to apply for a scholarship/grant to obtain a higher qualification until after working for a period equal to the period of his previous scholarship/grant.
  17. The candidate shall submit a curriculum vitae, including what is special about the candidate according to the opinion of his direct manager, his scientific production, his professional and social participation, and certified copies of the evidence.
  18. Candidates will be compared - in addition to the relative comparative advantage done at the General Administration of Scholarships and grants according to the rate approved by the Central Committee- according to qualitative topics related to the specific disciplines of both the scholarship and scholarship programs.
  19. All delegates and grantees are treated administratively and financially in accordance with the provisions of the Human Resources Regulation issued by Royal Decree No. 1550 dated 9/6/1440 AH.
  20. The current plan for the next Three years starts from the first semester of the year 1443 AH, and the Central Committee for Scholarships and Grants can update / add specializations in order to meet the future needs of the Ministry after the approval of the authorized person​.

  1. Acceptance offer should be final and unconditional (with opening of the department, supplementary materials, English language...)
  2. A study plan approved by the Deanship of Graduate Studies should be attached provided that the number of hours per semester is not less than Nine hours, and that the entire study period does not exceed Four semesters for the master’s and Six semesters for the doctorate.
  3. Application for studies in which admission is issued where the study system is in the form of weekend classes  or evening classes only is not applicable, because this type of study has its own organization.
  4. All candidates must pass the personal interview in the educational department to which they belong and that of the ministry's body for doctoral candidates. It is subject to comparative advantage done at the General Administration of Scholarships and grants according to the rate approved by the Central Committee.
  5. The Ministry of Education does not bear any financial fees requested by the study body, and the necessary undertaking is taken from the candidate.
​​Special conditions for the external scholarship program for educators:
  1. The candidate must have obtained Five (5) marks in the IELTS Academic Test. It is subject to comparative advantage done at the General Administration of Scholarships and grants according to the rate approved by the Central Committee.
  2. Acceptance shall be in an internationally accredited and ranked universities.
  3. Acceptance shall be final and unconditional for those who specialize in the English language or for those who obtained their qualifications from outside the Kingdom, provided that their qualifications are accredited.
  4. The admission and study plan must be translated, approved and certified by the educational attaché, provided that the number of hours per semester is not less than Nine hours.
  5. The study plan should include academic materials in addition to the research and thesis.
  6. The candidate must pass the personal interview with the Ministry’s committee to study for a master’s and doctoral degree. It is subject to comparative advantage done at the General Administration of Scholarships and grants according to the rate approved by the Central Committee​.

The scholarship program targeting educators "Istehdaf":

According to the instructions of the Ministry of Education towards developing its employees of educational jobs in order to achieve its strategic objectives of the Kingdom’s Vision 2030, and due to the importance of raising the numbers of distinguished professional competencies in the education sector, the General Administration of Scholarships and Grants has developed external scholarship programs, where it launched the scholarship program for teachers, “Istehdaf”, which targets those who have educational jobs and encourages them to complete the master’s stage in the best international universities according to specific disciplines that meet the ministry’s future needs.

The targeted scholarship program "Istehdaf" is based on the strategic objectives of the Ministry of Education, the human capacity development program, and the professional standards and paths for teachers. The program also focuses on the Twelfth goal of the human capacity development program: “teachers and school principals with knowledge, skills, positive attitudes and incentives to provide high-quality education.” It focuses as well on the Thirteenth goal "Developing an effective professional system during service". In addition to the professional standards for teachers, which is concerned with professional knowledge that relates to knowledge of the content of the specialty and methods of teaching it.

In its new version, the program is targeting new specializations and a larger segment of educators, as Five main tracks have been developed in the program, namely leadership, pure sciences, special education, early childhood, and school counselling. Expanding the circle of target groups to include school deputies, student counsellors, school leaders, and educational supervisors to join the program to study precise specializations in educational administration and politics, quantitative methods in education, mathematics, science, physics, chemistry, biology, computer, English, gifted education, teaching people with special educational needs and disabilities, autism, early childhood, and school counselling.

Terms and conditions for joining the scholarship program targeting educators "Istehdaf":

  1. The age of the candidate should not be more than 35 years.
  2. The cumulative average should be from 4 to 5, or from 3 to 4, or from 85 to 100 in the bachelor's qualification.
  3. Candidates should have a score of (5) in IELTS ACADEMIC
  4. To have obtained a minimum score of (80) in the University Aptitude Test.
  5. The job performance appraisal in the last year should be excellent.
  6. Candidates should not have been subjected to a disciplinary measure in the last year or are a party to an existing investigation.
  7. Candidates should pass the personal interview at the ministry, with a minimum of (80) points.
  8. Candidates should not have previously obtained a previous schola​rship or grant opportunity.
  9. The candidate must commit to studying at the same university and specialization for which he is nominated.
  10. Candidates should upload a CV, a maximum of Three pages, citing what things distinguish him and his scientific production.
  11. The nomination should be according to the target group of the tracks attached to the circular.
